Why that particular amount? Because it derives from the date of the Armistice that ended combat in WWI - The 11th hour of the 11th day of the 11th month. So you can:

The Marine Corps slogan "First to Fight" first appeared on Marine recruiting posters during World War I, and ever after has served to acknowledge the fact that Marines have been in the forefront of every war America has fought since the founding of the Corps. In that spirit, the new USMC section of the official WWI Centennial Commission web site is the first service-specific section of the web site to become operational. Created and operated by USMC volunteers, the site will provide a broad and deep look at the Marines in WWI, and how that conflict was in many ways the making of the modern Marine Corps.
